It could be, depending on the company (someone has already hit on a number of different elements). It would also depend on how much AV your company has in place right now. If you're going from ZERO AV protection, yes, it should be a full time project until you have the layers of protection in place and running.
This could be easily rolled into a generic "network/computer security" position, which should be a full time job.
