Not all properties are exposed in the Active Directory users and Computers tool. Alternate ways of entering attributes, all of which are potentially dangerous, are the ADSI Edit snap-in, the LDP tool, and a VB Script you write or have written. There may be third-party tools to aid administrtation that expose this attribute as well.
