Yeah, you could do that. I just thought it would be nice not to have an exchange server in the production site. Remember, you will be restoring a database with all the mailboxes on the server. If you do it in prod environment, you'll end up having two instances of the same mailbox for each mailbox that was NOT deleted. You could do it, but you've got to be extra careful.
