I made the changes to my Exchange 5.5 (SP3) server to prevent it acting as
a relay. It worked fine and passed the test. The problem is some
software we use internally for sending our newsletter to customers. The
software requires us to put in a mail server to send the mail through.
When specifying our Exchange server, our Exchange server thinks we are
trying to relay and stops the program from working. So, I need to know
where to change in the Internet Mail Service to allow internal IPs
(10.10.10.x) to relay and still prevent the outside world.

I changed the following to prevent relaying:
Routing tab has Reroute selected and our domain specified as Inbound.
Routing Restrictions button has only "host and clients with these IP
addresses" selected and no IPs entered.

What would I change?

Thanks in advance
