I found Sue Mosher's book extremely useful.

For your immediate questions:

Permissions on the forms library can be changed from Exchange admin.  Go to
Folders, System Folders, eforms library and choose the Org Forms library.
Modify the client permissions and this will allow you to control who can
publish and remove the forms.

For the tab order, right click somewhere on the background area where the
controls are and select Tab Order.  From here you can modify the order.
(It's easier when the controls are named.)  The other way is to right-click
one of the controls and select Advanced Properties.  One of the properties
you can change is Tab Order.  Here you can type a number for it.

I have looked on the Internet, slipstick, help files etc. I cannot find a
comprehensive source for the electronic forms designer within exchange 5.5.
Does anyone know of a good resource/book on the electronic forms designer? I
want to automatically add e-mailed forms to a database for monitoring
enquiries, running queries etc. I also need to delete some incorrect
organisational forms, but the 'delete' button under design form - advanced
is greyed out I cannot find where the permissions are for this. I have also
noticed that when using the Tab key when moving around the forms it moves
around the forms in the order they were created not a logical downward
left>right order. Any help much appreciated
