I found Sue Mosher's book extremely useful. For your immediate questions:
Permissions on the forms library can be changed from Exchange admin. Go to Folders, System Folders, eforms library and choose the Org Forms library. Modify the client permissions and this will allow you to control who can publish and remove the forms. For the tab order, right click somewhere on the background area where the controls are and select Tab Order. From here you can modify the order. (It's easier when the controls are named.) The other way is to right-click one of the controls and select Advanced Properties. One of the properties you can change is Tab Order. Here you can type a number for it. Hope this helps.
