Generally, all you should have to do to unstick a blocked IMS queue in Exchange 5.5 is to stop the IMS, remove the bad message and restart the IMS. From your problem description, I can't tell what you did.

Also, I wanted to make sure I'm not missing any steps to get rid of the message. Note: I have tried to delete this through exch admin but, it's stuck!
