I think your reasoning is backward. The risk of a mail loop from allowing out of office notifications to the Internet is small, nothing like the enormous risk from allowing automatic replies, i.e., rules. In addition, a reply rule replies to every message, not just the first, which more annoys frequent correspondents. I personally don't like allowing either one to the Internet, but out of office is much less riskier from a mail loop standpoint. The other risks, burglary and Spam, apply either way.
