Quoting Tom Meunier below, who provided excellent examples of why not to allow OOA.
However, Ed is right. I'd sooner allow OOA than autoreplies to the Internet.

"I'm not in, but you have hit and now verified a live address. Please
put me on your "A" list for resale to other spammers."

"I'm the president of the company, and obviously wealthy. Since I've
just told you I'm away for two weeks, please go to the county tax
assessor's web site and look up the location of my residence. Help
yourself."

"Hello customer. I'm not in, and you can try contacting someone else in
my firm who wants your business. The onus is, however, all on you, as
I'm too lazy to delegate my email to somebody else while away. Please
don't go visit our competitor, who is far too professional to send you
an ascii answering machine message like this."

I think your reasoning is backward. The risk of a mail loop from
allowing out of office notifications to the Internet is small, nothing
like the enormous risk from allowing automatic replies, i.e., rules. In
addition, a reply rule replies to every message, not just the first,
which more annoys frequent correspondents. I personally don't like
allowing either one to the Internet, but out of office is much less
riskier from a mail loop standpoint. The other risks, burglary and
Spam, apply either way.

I have a user who would like me to turn on his 'Out of Office' not only
to internal staff but also to other users who send him email from
outside the domain.
If I do this using the Out of Office emulation using a rule that would
automatically send out a custom email notification in response to
messages received, would this work for users who send email to that
account externally as well ? Would I need to enable 'Allow automatic
replies to the Internet' on the Internet Mail service connector ? And if
so, could this trigger a loop similar to the Out of Office replies ? (I
did set up the rule with an exception such that it would not reply to
'Out of Office' messages) Please advise. Thanks
