They all claim to do it. None do it accurately or well. They all use the MAPI client interfaces to access the data. But the MAPI client interfaces don't get the data out in a way that can be put back in without loss and change. The MAPI interfaces, like Craig alluded to, only present a "view" of the database. So, there's no way to actually back up all the data that way. Nor is there a way to put the data back into the database using the MAPI client interfaces that will result in the same "view" again.
Microsoft has not provided a separate API that will make a fully reversible backup/restore work on a single mailbox level.
