We're not allowing POP access to the Exchange server outside the firewall. Everyone connects via VPN.

Since the ultimate goal of getting it to the POP account is probably getting it to the user's PC, you could just allow POP access to the Exchange mailbox and have the user pull it directly into the local mail client.
