I'm surprised that no one has mentioned using an Alternate Recipient and
creating a Custom Recipient.  Setting this up should keep the sender
intact
- the mail is redirected to the custom recipient, which would be the
e-mail addy of the POP account.  Anything rules to do with forwarding
are likely to be client-side rules, which will require the client
portion to be constantly open, otherwise the rule won't work.

We're not allowing POP access to the Exchange server outside the
firewall. Everyone connects via VPN.

Since the ultimate goal of getting it to the POP account is probably
getting it to the user's PC, you could just allow POP access to the
Exchange mailbox and have the user pull it directly into the local mail
client. This works especially well if they want everything in the Inbox.

Just make a rule to forward all messages to the POP account, and then
run the rule for all existing messages.

I recently had to reconfigure a users account to accept mail when the
ISP shut down their account inappropriately.  

Is there a way I can have Exchange automatically forward all mail
already in their inbox to their newly created external POP account?
