May I suggest that you charge back based on mailbox size limits?  When
you get right down to it, you must scale your server large enough to
hold everyone's mail.  If someone demands a one-gigabyte mailbox, then
they should pay for one gigabyte even if they only use ten megabytes,
no?  Then your problem is solved easily because you can use directory
export to get the mailbox limits.
