Where I see this most commonly is when you restart any AV software (NAV, Groupshield, take your pick). the AV locks the Attachment table so as to scan it and once it is completed then you can move your messages again. If this is likely just wait for the AV software to do it's job.
If this is not the case, then . . . select the emails you want to move, open them, let your AV software scan them, and then you should be able to move them just fine.
