I dont think you can specify "Do not deliver for "X" amount in minutes" in
this way however- which is what he is looking for.
You can specify X amount of minutes from File/Properties/Send
Options/Exchange Server menu , but I do not know if this particular choice
would be avail in a custom form.

If using OLK2K or XP you could also use the, Do not deliver before in
Message options, and creating a template with this. Then have the user
always use this template.
