Since it's likely that your Exchange servers are not members of the same
site and possible that they might not even be members of the same Exchange
organization and because it would be "interesting" to set up an ADC over the
internet, you might look at exmerge as a way to move users and the interorg
tool as a way to synchronize directories. IMO, I think it might be worth
revisiting the design goals entirely.. Leaving an Exchange server at an ISP
to provide POP3 access for remote users is a serious thorn in the design and
not sure that it buys you much.
