What if you just switch the encoding on the clients to Western European -
ISO.  Is this just a few clients at a specific site or all users at a single
site?

some users receives e-mails (plain text) from outside sources and only see
3/4 of the message, while some users (on other servers, different sites)
see the whole message.  The only difference that I could tell is that the
users who see the whole message have WESTERN EUROPEAN - ISO in the
"tools/options/mail format/international options" and the ones who see
only part of the message have WESTERN EUROPEAN - WINDOWS.

I can not change the character sets in the "Internet Mail Service
Connector" to "western european - windows", it is not listed!!

If I change the character sets in the "Internet Mail Service Connector"
from "western european (iso-8859-1) to "us-ascii", what could happen??
