You can't. It's part of SMTP email.

You *might* create a custom form for your Outlook users that does not have

Subject: How can I disable BCC feature on exchange server

Hello Everyone,
Our clients send lots of BCC messages. Our Manager never likes this. How
do I prevent this?

Thanks

Volkan
