Agreed Paul, KVS Enterprise Vault would be a good way to go, however not sure how the vault-enabling of mailboxes would work in that situation (since you are constantly reloading Exchange). You will need additional hardware to support the Vault Store and the Vaults, however for the sort of operation David is talking about, it would probably be a good solution.
