I would actually try to recover the 5.5 server as it was from those EDB files. If you successfully get it up, then you can actually migrate the users by following usual migration paths described in detail in Technet etc.
What you want to do will really give you a lot of trouble. You are planning to do an offline restore of a 5.5 database (that is in questionable state) on an Exchange 2000 server. It is asking for trouble. Plus, you really are better off starting with a clean Exchange 2000 server and salvaging whatever you can from your 5.5 environment as opposed to upgrading a troublesome database.
