I agree,
Make a list of technical limitations based on your environment (hardware) and send it 
to legal/HR so they can convert it to something only they will understand :=)

Items you want to have some sort of limits on:
Mailbox Max Size
Internal Message max Size
External Message max Size
Retention Time
Extensions blocked.

What you also could include is:
Outline to a Public Folder Usage Policy (with limits and aging criteria)
Distribution List Naming rules (so you don't wind up creating 5 different DL's for the 
same group of people)


Or none of the above :=)
