You can open up OLE objects in Outlook 2000 SP2.  It will prevent people
from programtically sending out email.

BUT - you can always use Outlook Redemption which is way sexy!

This is a set or programmatic objects that mimic the function of most
Outlook methods so you can send out email even if you are running
Outlook2000 Sp2 or Outlook XP.

Keep in mind that for this sort of functionality you have to have yoru
admin navigate to

Public Folders\All Public folders\Outlook Security Settings and have
him\her check all the automatically approve settings in the the
Programmatic settings tab.

Bottles of Whiskey, cuban cigars, low cut blouses may help you convince
him\her or the necessity of checking these settings.
