If not - make it visible in the address book but limit default access to
that of contributor only.
This way they can send messages to it but cannot drop into it. 

Or

Have your HR make "accidental" dropping of stuff into public folders a
"termination" offense. 5 folks later - no accidents.

.... oddly enough users are 'accidentally' dropping stuff in a specific pf
and then freaking out when they realize that the entire firm has seen
something they shouldn't have.  The management figures if we restrict the
drag/drop, then there will be no accidents.
