Exchange 2000 or 5.5?

On Exchange 2000 you can write a Synchronous Event Sink that traps on
Move or Copy actions, but allows new creation and mail submission.  If
you wanted to get more granular (see how easily I threw that word in?)
you could allow Move and Copy operations only from certain places.

I guess this is one of those seldom times that there is a technological
solution to a behavioral problem.

Anyone know a way to disable users from dragging & dropping items to a
public folder - I want them to be able to post to the folder, but not be
