Too many generalities. First, what kind of cost are we talking about? Exchange routing or Mx record? If it's the former, cost is one of the last things evaluated in determining message routing, so a cost of 1 or 100 probably doesn't make too much difference at this point.
Next: What's the objective of "Accept Connections: Authenticated", and where exactly have you made this change? You've configured the Outlook client to authenticate for SMTP?
