Too many generalities. 

First, what kind of cost are we talking about? Exchange routing or Mx
record? If it's the former, cost is one of the last things evaluated in
determining message routing, so a cost of 1 or 100 probably doesn't make too
much difference at this point.

Next: What's the objective of "Accept Connections: Authenticated", and where
exactly have you made this change?

You've configured the Outlook client to authenticate for SMTP?

Sorry to revisit this.

In light of my last post 'IMS Costs'(thanks for all the help btw) I
setup a
Dev Exchange Server and put IMS on it and joined it to my site.  I have
told
the server to 'Accept Connections: Authenticated" and gave it a cost of
100.

Then I plug in a machine outside my firewall and use outlook to SMTP/pop
in
with authentication.

I can send email to people in the company.

I cant send email to people on the internet, comes back 550 relay
denied?

Is there a way around this?  

I need to keep the relay up but if I cant send email to internet
addresses
its pointless.  I must be missing something somewhere.
