It all depends on what spec. the server is. If the server is low spec. and you are experiencing performance problems then by all means build a new server on nice new hardware, follow william's instructions and then move mailboxes, if you intend decommisioning the old server and it is the first server in the site be sure to follow the steps in this article - Q152959.
