I don't remember how OWA 5.5 works, but if I go into OWA 2000, and type
"Tom" in the To: field, when I hit "SEND" it will display a list of all
of the people named Tom[1] in my organization.  I can then choose which
one to send it to.

Also, as Tony pointed out, messageware puts out the Plus Pack for OWA
which will do what you ask, and more.
