No, that does not mean your server is a spam relay. It means that a spammer is attempting to send email to valid email addresses within your organization. When the spammer hits an invalid email address, an NDR is generated by your system.
Your system then attempts to deliver the ndr based on the from address of the envelope of the spam. If the spammer's domain does not exist (no a record), the ndr will quietly disappear. If the spammer's domain does exist, but the domain does not have an mx record defined on the internet, then the ndr will sit in the queue for 48 hours (or whatever).
