I'm wondering if anyone else has seen this behavior. We have an attorney and his 
secretary who are both set up to receive notifications from one of the courts here in 
Washington State. These notifications are sent to BCC addresses with nothing in the To 
field, so the messages received by the attorney and secretary appear for all the world 
to be identical, with only the id number assigned by the IMC showing otherwise. The 
secretary is set up as an alternate recipient for the attorney, so normally she 
receives two, apparently identical, notifications at a time. Sporadically, however, 
she will only get one, and in the one instance I've been able to investigate fully, it 
was the one sent to the attorney. 

My question is this, is it possible that Exchange is seeing these messages as 
duplicates and therefore only delivering it once, in the same way that if one is in 
two DLs both of which are sent a message, the message will only be delivered once? The 
messages did arrive at the IMC seperately, but they both arrived in the same second.
