The messages do have different message IDs. I've had it happen a few times since my last message to the list, and can't see anything different in the tracking logs between the situations when both messages arrive, and those where only one arrives. In both cases the logs show both messages to have been delivered to the Secretary's mailbox. The only interesting thing I've found is that in all cases where the second message is not delivered, the two messages arrived at the IMC in the same second. Whenever the two messages arrive during different seconds, both are delivered.
