If the business drives the need to send large attachments around, it may be worth looking into a tool that works with the server to ZIP compress attachments automatically on their way out. Users tend to use email as a file transfer mechanism because it's all they're familiar with, and there are steps we can take to make it easier for the poor saps on the other end downloading this stuff. C2C has one that I know of. There's also tools to delay transmission of huge emails until off-peak times.
