Have you checked to verify that the clients are resolving the addresses they type in? Ctrl+K? I have seen this happen (granted with Ex5.5, but with OL2k) when the client has multiple versions of the GAL in their OL Address Book and OL can't resolve the email address, so it hangs for about 5 minutes. Worth checking.
