There's the REG command from the Resource Kit.  

Put REG.EXE in your logon script directory, and add the following lines into
your logon script (modified for Outlook version and desired FB values):

%0\..\REG ADD HKCU\Software\Microsoft\Office\9.0\Outlook\Preferences /v
FBPublishRange /t REG_DWORD /d 0x0000000c  /f
%0\..\REG ADD HKCU\Software\Microsoft\Office\9.0\Outlook\Preferences /v
FBUpdateSecs /t REG_DWORD /d 0x00000384  /f

There is no issue nor any error generated if the registry value already
exists (i.e. if the logon script is run several times).
