I have seen this happen with Outlook XP, usually indicates a problem on the network. I 
have seen it when Outlook and Exchange server were on different sides of a firewall. 
Also a few times I have seen this when Outlook XP was configured to use offline 
synchronization.

One user in my office keeps getting this window saying "Outlook is
requesting data from the exchange server" when he makes changes to
contacts.
No one else in the office has made this 'complaint' and it appears to not
be
random.  I tried closing Outlook and rebooting, but it's still doing it,
and
it's taking minutes to complete the request.  Anyone have any suggestions
