The storage group where the mailbox is created is irrelevant.  Only the
MAPI public folder tree is visible through conventional means.  To reach
the second public folder tree, you must use a URL to it directly.

The original question was OWA and ESM.

If the Exchange organization is native mode the other PF stores should 
be visible via OWA also. If no, then I recommend to go through event 
logs.

Also if they are using front-end servers there could be some minor
problems.

At first create a mailbox in to same storage group where you invisible 
PF-store locating and then try to use OWA.
