Yeah. Stop using ports 1250 and 1251 and use something much higher. TCP/IP outbound connects, of which there are a number during system booting (for things like authentication connects, etc) all receive ephemeral ports starting at 1024 and going up. I often see ports in the 1300's shortly after restarting machines. My best guess is that the those ports are getting assigned by the IP stack to other connects while Exchange is spooling up, and its hosing itself.
We've run with ports in the 3000 range for a few years without issue, however. I would suggest never statically grabbing ports that low in the ephemeral range. ------------------------------------------------------ Roger D.
