The Microsoft ldifde tool is for AD I believe, and it's certainly possible to script that type of import if you upgrade to E2K. For Exchange 5.5 the interorg tool (there's a more recent one than the one on BORK, call PSS to get it), LDSU, SimpleSync, MMS, et al are all viable solutions.
