Tried this and it makes things worse, I can't get rules after it to work. Here is something else that is interesting. I tried to create a dummy rule in front of it to filter fake messages, but it does not aleviate the situation. Anyways, I have to assume this is a bug with Outlook 2002. I did not find anything on Microsofts web page yet. Thanks anyways.
