If you haven't already done so, make sure that on each end of the X.400 connector define the remote MTA by IP address, not by name. The X.400 connector, which I love for exactly the purpose for which you are using it, is notoriously poor at name resolution.

My current environment is as follows: All mail servers are Exchange 5.5 SP4/WinNT4 SP6a all hotfixes applied. The remote EX server is also the BDC in remote domain. The sites are connected by a fractional T1 at 384K. There is minimal utilitization on the link but the MTA continually queues mail going from the hub server to the remote site in question. I repeatedly get Event ID: 289 and 1294 from MSExchangeMTA whenever this happens. I have had reports run on the QOS of the fractional T1 and all comes back clean. The strange part about all of this is if a user in the remote site sends a message that is routed to the hub server then the X.400 connection opens and the queue on the hub server flushes. The queue on the remote server never seems to back up. I am using IP's in the Address space of the X.400 Stack properties, so that fix did nothing. Please help me, I'm beating my head against the wall with this one.
