There's a setting on the IMC that will allow you to stop OOO to the Internet, if that is what you mean. Do this:
In exchange admin, go to Configuration and open the properties page for your IMC (Internet Mail Connector). On the Internet Mail tab, select advanced options and select "Disable Auto-Replies to the Internet" and select the option box for "Disable Automatic Replies to the Internet" to accomodate your forwarding rules.
