This has been hashed over a lot here, and my personal opinion is that there's no technical reason to prevent OOA messages from going to the Internet. I've never heard any convincing argument that loops are a problem, and logically they shouldn't be, since OOAs only fire once per sender. If there is a valid concern, it's the old low-tech issue of letting everyone know how long you're going to be away. See this story...
