There are good and bad reasons to do most anything. The # of mailboxes on a server, by itself, is not all that indicative of hardware requirements for many reasons. However, for what passes for normal requirements in my experience you have way more server than you need so it will probably perform well, all things being equal.
You need at least 2 DCs in each domain and in small environments one being an Exchange Server is not unusual.
