Unfortunately I realize it is very outdated, but have to live with what
they have for right now.  When I go into the exchange administrator, my
internet mail service is installed, also the pop3 protocol is installed.
The Exchange Server is receiving all of the mail coming in, it seems to
not be distributing to the inboxes, or the users are forcing a send
receive and intercepting the mail before it reaches the server?  I hope
this adds a little more clarity.  Thanks.

Not enough information to help you.

Exchange 5.0 is way outdated.

Do you have the Internet Mail Protocol/Connector installed?  Is it
working?  Is there an MX record pointing to the server's IP address?

What exactly is the problem.  Just telling us that there is no mail in
the user's inboxes does not help at all.
