I have been using my yahoo mail to test messages.  The server does
receive them, as do the users at there machine.  However the problem
seems to be that whoever forces a send/receive first gets the message
regardless if it was sent to them or not.  Also the server will
sometimes receive the mail and not distribute the mail to the
appropriate mailbox.

Users are using POP3 to pull mail?

Set yourself up an address.  Send mail to it from another service like
hotmail.  Check the mailbox with POP3 or whatever the users are using.
This should also notify you at the hotmail address if mail is bouncing
and to some degree why.
