Your admins should be the least of the concerns. IF you can't trust the
admins, fire them.[1] Beyond that, tell the department to be less paranoid.

[1] My previous employer did just that - one of the other admins accessed a
directors mailbox to get a copy of the list of employees who were going to
be RIFed. Funny, the list changed afterwords to include him and to exclude
another team member.
