Ok,
First of all, there is a damn good step by step FAQ for OWA on Exchange
5.5 in the FAQ for this mailing list. Were you following that? Have you
checked it to see if it highlights a step you've missed?

Have you allowed the target users the log in locally right on the box
running OWA?

If you need more help, you might consider specifying what "trouble
logging in via a browser" actually means - a description of what happens
exactly when you try, what error messages you get (full message text
please!) and what, if anything, you found when checking the event logs
on the OWA machine for the times you attempted login can work wonders
for our ability to help!
