  Myself, I would setup a low-cost Red Hat Linux box, and use the "mailman"  
mailing list software it comes with to do it.  But I know *nix pretty well.  
If you don't, there are plenty of products for MS-Windows that do the same
thing.  Most cost money, but some are relatively low-cost.  A Google search
for "windows mailing list software" would appears to yield good results.

  Be aware that many ISPs prohibit the sending of bulk email, solicited or
otherwise.
