I think that point is that it isn't for you to make that decision. Getting it in writing from HR takes the potential for issues off of you.
As an example where I work if there is a request by a manager or another employee to read ones email, it must be signed off on by the CEO and then HR. I made that policy as like I said, it isn't mine or a managers decision on who's email gets read.
