This is an area where you really need to CYA. The privacy laws in some areas of the 
world are MUCH stricter than in others.
Consider:
Boss B asks to see Boss A's mail. Both Boss A and B and higher up the food chain than 
you, but Boss A is higher than B, but not THE BOSS. What do you do?
You can fall back  to your policy and get it in writing from HR. If they can't get it 
from HR then your covered in telling them no. 
There are a many situations to consider.
Or you could just let any boss who asks read anyones email for any reason, real or 
imagined.

I think that point is that it isn't for you to make that decision. Getting
it in writing from HR takes the potential for issues off of you. 

As an example where I work if there is a request by a manager or another
employee to read ones email, it must be signed off on by the CEO and then
HR. I made that policy as like I said, it isn't mine or a managers decision
on who's email gets read. There needs to be a paper trail.

Why do you consider it dangerous?  This is company hardware, company
software and when your hired it's made clear to not use this for personal
use.  I don't believe there are any legal or ethical problems with reading
anyone's e-mail if it originates on my server.

This is a dangerous area of potential liability.
I would not comply without a written request from HR.
It would be good to set up a specific policy for future requests like this.

Has anyone had a request to automatically BCC all messages being sent out of
a mailbox also be sent to another user?  for example

Joe smith is suspected of wrongdoing.  His boss Bob doesn't know for sure.
So Bob requests that all e-mail's Joe sends also be sent to him.

Is this possible?
