I don't know...maybe just create the mailbox? I'm a Domain Admin / Exchange Admin with full Admin rights on my local machine, and I couldn't delete one of the standard folders (Inbox, Sent, Outbox, etc) if I wanted to. If your users can, I would look into the security settings of the local security policy maybe? Or the options you had set for your Outlook install?
