You might be able revoke a user's ownership permissions on his mailbox and then assign him individual permissions on folders therein, but I strongly suspect that Outlook wouldn't function properly in that case. Even if you could, I think it would probably be a waste of time. It would probably be easier to write a daemon that scans all mailboxes and puts back the folder if people delete it.
